I am confused with the following

In Settings > Game Speed tab, one of the settings that is highly recommended to be deselected for better performance is
"Disallow switching to high performance power scheme"

Is this correctly stated? I would guess switching to high performance power scheme would improve speed; disallowing it (i.e. tick the box) would have the opposite effect, i.e negative impact.

It depends on your PC and even its manufacturer. The power scheme is handled differently based on OEM and OS. Giving the player the option is just that. An app pushing a power scheme setting can interfere with the power plan of the OS. I always stop CMO (or any game) from changing the power plan. I either use the OS or the OEM's game profile settings.

This is generally not something you have to worry about unless you haven't upgraded your computer in several decades.
