Can any ship be converted to AR type ship?

No- the specific ships that can be converted at all will have a conversion option. You can click on that to see what types they convert to.

Some conversions may not be available until after an upgrade or two is done. That is to delay the availability of the conversion, presumably to historic timelines.

I don't know of any compiled list of all the conversions that can happen but Tracker (which I don't use) may be able to show for specific ships or classes of ships.
