Can any ship be converted to AR type ship?

Yes, some of the larger xAK types can be converted to AR type ships. Check the conversion options on the ship screen.

On the Allied side the only ship that can convert to an AR is the Dutch CM Rigel in its second upgrade. The Allies do eventually receive a good number of purpose-built ARs later in the war.

The literal answer is No, BB into an AR?

I believe you mean any cargo but the answer is still no. Only certain xAK classes can, all but on Japanese, all the Kyushu and Husimi class
