[1.31q] Crusade event declares war on Major with 100 Rel and Non-Aggression/Friendship pact

The "Call for a Crusade" event does not specify a particular foe - so it's a pretty wild card already. But, of all the possible targets, next turn it consistently declares war on a Major with 90 Relation and Non-Aggression Pact. It declares war on them even if I sign a Friendship pact with them (and have 100 Relation). This obviously demolishes leaders opinions, word score and gives plenty of prestige damage.

Can't this event pick one of the numerous Minors I have low relations with (but no war yet) around me?

It is weighted to pick the strongest enemy... but i am adding weighing for current relation as well. its a fair point you are making
