There is a bug with Nationalist control of Tianshui. It turned a nationlist city when the Peking MIL was railed there but now it is OOS and appears as a Communist city.

The bug might be that the city never turned nationalist. This because when I looked at a save with the GARR in Tianshui the city was still communist.
