Near the end the game with opponent in campaign. Perhaps I didn't upgrade -1 level max- what is their purpose?

I see defects and assination events as French İndochia and collaborate government with Japan all is cool. Gueralla still in mountains I trust them still against Japanese advance. But Hex of Steel has single developer and not doing with events correcting units stats also.

I see Strategic Command games new DLC about WW1. Good but if may I ask for a feature in this Matrix Forum how railroads connect in map it is not clear in Marco Polo scenario. Show map info doesn't show.
