[1.31t2] What is "Wildlife Allies" tech?

The "Underground Complex" event => Talk to AI, leads to us discovering a tech called "Wildlife Allies".

Don't know what this is, it's does not appear in the tech tree (I thought it might show up like the GR techs), and this is a world devoid of life.
Is that an intended possible outcome of this event?

That's one of the Democracy feat Hidden GR techs

Huh. Weird because GR Techs are at least shown in the tech tree, this one not (discovered, not yet researched).

When you activate the GR Hidden Tech feat for Democracy, a new and different GR Tech window appears in the bottom right of the tech screen.
