Is this a bug?

Italy created Vichy
According to rules, the installer of the Vichy Government can enter Vichy's Administrative Groups as long as it respects FTC.
However the game doesnt let me naval transport an IT HQ to Tunisia. Or maybe I need to click somewhere to make it happen?

Note: I dont think this affects, but for some reason Vichy has been at war from long time with the Allies, even though the requirements for this have never been met (we are not considering Vichy at war). However, this shouldn't be a reason for not allowing, quite the opposite.

This seems complicated. Please tell me were I go wrong.

1) Vichy France seems to be hostile, but not at war (not active).
2) Thus VF is not active and Italy may not enter per the rule listed below.
3) VF is hostile to CW thus VF may freely DOW CW.
4) Once VF is at war with CW Italy may then enter VF territory freely. The foreign HQ part should be skipped entirely.
5) Might be that entering mainland VF collapses VF. This might be a bug-

No Axis units may enter Vichy controlled hexes while Vichy France is neutral (except to collapse her
administration, see below). While Vichy France is active, only units belonging to the major power which installed
Vichy France may enter Vichy controlled administration groups, and even then must satisfy the foreign troop
commitment rules (see 18.2) to enter each administration group. If Vichy France is active and hostile to any major power, units controlled by the major power that installed the Vichy government can enter any Vichy controlled hex without having to satisfy the foreign troop commitment
limits.

17.4 Running Vichy France
Vichy France’s role and declaring war
Vichy France can only declare war on major powers it is hostile to. There is no US entry effect for this act.
Vichy France may not declare war on minor countries.

I suspect that VF is at war in your game. I further suspect that CW destroyed some VF ships when VF was created, and this is the reason that VF is hostile. The status of VF is important to you to get Italian units to enter VF territory.

Cut from RAC:
The same player moves any French controlled units in hexes controlled by an Allied major power. French
controlled naval units rebase at double their range, and French controlled land and air units are moved to the nearest
Vichy France or Free-French hex. Alternatively, an Allied major power can destroy every French controlled unit in
its territory. If it does so, Vichy France is hostile to that major power
(see 17.5).

OK, my bad.

According to my image, Vichy is not at war, however the game behaves sometimes like maybe it considers it at war, like being able to make searches et al.

There is no reason why Vichy should have became active in the first time, since CW didnt destroy any ship in port, deny giving back land to Vichy that they occupied, ..., that we can remember.

But thanks. I remembered that one wrong, and you are right, that is not a bug, unlike possibly the fact that they are hostile, but that is another story.

In my partial discharge I will mention that the notebooklm.google.com IA for documents helped me to mistake, it seems it didnt read part of the rules text, reaching a wrong conclusion.

The ommited part was the one in red, changing the subject of the text following it.

That is an important change. Are there alternative tools for translations that might be used? That one seems a bit untrustworthy.

That's the one I know.

It's an AI , it just happens that I ordered its summaries in Spanish.

The problem is not the translation but that for the interpretation of the rules, the AI (whether in English or Spanish) ommited one line of the rulebook's text because of the End of Page format or something similar. :oops:
