[1.31t2] Recent skill usage for unused skills

The current Director of Supreme Command Council has been in this position and allocated 100% to Political Power task for 20+ turns now, thus rolling Administration skill rolls only (not High Command, Covert Ops or Diplomacy, used by the General Stratagems task).

And yet, these unused skills keep being marked as "recent skill usage" and allocated experience points for leveling, which are completely wasted.

Attached saves for current turn (68) and end of turn 45, when this leader is already assigned to this position, with 100% allocation to Political Power task, rolling Admin skill only.

Took some time to find, but the Leader was still testing for the other Tasks (0% BP assigned!) of the Council.. Fixed for next patch
