Bug with Jap CV's not reciving Naval Upgrade Attacks vs Land

I have a game where my Jap CV's are not receiving the Land combat .5 bonus vs land targets when I upgrade to Naval Lv 1

Very odd? I have a screenshot but I can not post that image here for some reason?

I sent the Picture in a msg on your Facebook page.
