[1.32a] Promise for Industry assets not considered fulfilled

A promise to have 14 levels of Industry assets is not considered fulfilled, despite having enough levels at turn start.

The promise:

Industrial assets at turn start (MNG => Assets, Start Turn, filtered by Public+Industry), 15 Levels are present (or 16 If the Automated Factory is indeed counted):

These are indeed the assets the game considers "Industry":

Looking at the information, my guess is the Bio-Fuel Refinery is not considered an Industrial Asset for the purposes of the promise made.

Neither the Automated Factory. With those categories subtracted, the total of asset levels is 13.

There's a similar vagueness problem I've had in the past, where Scavenging facilities were not considered Mining assets for the promise purposes, but I had no way of knowing this until failing the mandate.

You're probably right, but I would consider that a bug, given what the game considers "Industry" in both the Construction and Manage Assets UIs.
