[FIXED][1869] Torpedoes do no damage.

Attempted with multiple torpedo types. The actual penetration does no damage but the burst does minor damage to the target.

Attempted with multiple torpedo types. The actual penetration does no damage but the burst does minor damage to the target.

I was also under the impression that in the last built(s) it took multiple torpedo hits to do serious damage to a submarines. I was wondering about it but did not post anything for the moment
