Is Axis arty supposed to shred everything in harsh winter too?

Some time ago there was a fix for SUs not getting pre battle disruption in heavy snow.
I am wondering if arty, including mortars and rocket launchers, both as SUs and in unit, is still not affected by winter penalties?

As it currently stands it is still disrupting everything without a problem

Which means that even super low CV of Ger units, due to pre battle disruption in heavy snow, is more than enough to win a battles like this without any problems (10k rout with reduced retreat attrition option on is also raising some questions)

If it is not WAD then saves can be taken from my game vs Fobos.

The short answer is, I don't know. The long answer is, since it sounds suspicious, I'll have to investigate this to see if something isn't right. I'll look into it, but I can't give you an ETA yet on when I might have an answer.

I'm in a game online as the Soviets and was expecting some reprieve during winter. Nope, he keeps shredding (routing) my units every time he attacks. I wonder if this is the reason his attacks do so well in snow. I gave up trying to do the Soviet winter counter attack as he would crush every unit that participated with ease leaving large gaps in my line.

Likely this is a factor. While the artillery issue may not explain everything (there are times/situations where the Axis can still be strong in the first winter), it is a fact that the Axis arty is more powerful than it should be during the first winter. We're testing a change for that now, which we expect to be in the next beta release.
