[1.32b] The "Joint Vidcom Funding Law" provides no QOL bonus

The "Joint Vidcom Funding Law" is supposed to provide +50% QOL Entertainment bonus. I have a passed this law a couple of turns ago, it has been fully funded, and yet no bonus is provided.

It applies to the left side final column. So give it some time and you'll see it will rise farther then education score eventually.

Huh. That's confusing and also unlike any other QOL bonus in the game as I understand it, which translate to "points" directly (which then become "score" over time). I would suggest changing this bonus to affect the points as well.
