[1.32b] AI throwing units in hopeless amphibious assaults

This may not strictly speaking be a bug, but it's a notably suboptimal play by AI. In the attached save game if you check history or play end turn, you will see that Calibanthaw Union launches a couple of amphibious assaults on my town (Mayfield) that have absolutely no hope of winning - AI is basically throwing its units away, turn after turn.

I'm not sure if it's a general issue or due to specific previous events, so just in case, the AI state, which was neutral at the time first got an naval route to my continent, and sent some units over to the neutral territory, which happened to be riight next to my units expanding the borders - so by next turn I surrounded its units, and it could not expand beyond the initial hex. It sent more units over next few turns, then declared war, a couple turns later I captured its beachhead hex, which by this point already got a small port village. From next turn and every turn afterwards the AI sent a couple units piecemeal in amphibious assaults on the town (which I assume it still has a transport contact to) that never do any damage.

This will be adressed once I start on the militaria/navy units work. I agree completely this could use improvement.
