Virtus and Complacency

After playing a couple games with the new political systems in place, there's only one real major change that I'd like to see for the system. As it stands current, complacency relates only to your standing above a lower ranked regime. This is ok when one is the predominant regime on the planet, but it fails to take into account the higher ranked regimes. For example, as a second place regime with 5 victory points above the lower, you get a complacency hit. But, the 1st place regime has 20 vps more than you, and that's not taken into account. I feel like it should be considered in the calculations for complacency.
