Penalty for Axis advance in Egypt

What is the penalty. Also - is there a list somewhere of all these penalties - I searched the strategy guide and not finiding it.

From an earlier thread it looks like this for the USA:

"There is a 50% chance until it fires that USA get 5-10% mobilization if there is an Axis unit within 1 hex of Alexandria, Cairo, or Amman."

I am sure there is a similar sized hit for USSR, but I can't find the details anywhere. Someone will know how to find it in the editor and will share it here.

THanks - we need a master list of all these mobilization events someplace. Devs - can you update the manual or strat guide?

It is known that if you conquer Egypt or even approach it, the USSR will go to war; if you prepare a barbarian attack, don't attack Egypt, the increase in pressure on the USSR will be brutal.

I try to time reaching Cairo with the fall of 1941, when it no longer matters, and instead focus on destroying units before the final push. Obviously, if the Axis is going to take it a lot sooner, they'll just have to deal with an early "Pearl Harbor" and push up the Japanese timetable.
