Peacetime Missions

I played the new beta. I like the peacetime missions, BUT giving me 4 years from a pre warp start to research something is nearly impossible while trying to tech up. Suggest that research missions not fire until after you have a research station built, and a second research mission require a second built station.

edit: I was prompted to build a resort base around my homeworld, despite not having the tech to do so yet.
