Spanish army reform

While i am "waiting" to try to find out whats going on with the british army reform i started another game playing the spanish. I have played till january 1809. I broke the defensive pact i had with France after the event with Charles IV and Ferdinand VII when my relations with France went poof, conquered all Portugal except Lisboa and 4 or 5 regions arround and made peace. Tanger and Safi and a bunch of regions from Morocco and made peace. Oran from Algeria and made peace ( they have broken it a bit ago and declared war again). Jose Bonaparte apeared in Madrid with "la garde" division i think, and all original regions in the peninsula got a 20% loyalty towards french spaniards but they didnt declare war, "la garde" unit that was with Jose Bonaparte starved to death i think, it is no more with him. But he is still alive sat on Madrid.
What is needed for the condition "if Spain has been invaded" to be accomplised to be able to fire the "Spanish army reform"?
Enemy troops in the peninsular area of Spain present?
One of the initial cities controled by enemy army?
Region without city with MC higher than ???? "somethihg" amount?

PD: Is there an "easy" way to fix couple names of ships? San Juan Nepocumo sounds outrageous i would like to change it to San Juan Nepomuceno if possible. https://en.wikipedia.org/wiki/Spanish_s ... Nepomuceno
Opps btw the national modifier "Trained sharpshooters" does nothing once purchased. No sharpshooters added to the recruiting pool, at least pre reforms, dunno if after you get some.
