(1.32.264) Repeatable crash during planet generation

Crashes during detailed planet generation, when generating impact of dissolution war after colonization phase.

I have had this happen three times this weekend, always at the same phase with the same error, wasting hours of re-rolls.

For context, the planet types I have been generating have been colossus planets with earth-like atmospheres with large populations during the colonization phase.

The error is:

Unhandled exception has occurred in your application

Index was outside the bounds of the array

Just spent 2 hours trying to repeat the crash... and succeeded. Seems to trigger when Zone count is exceptionally high.
fixing for v132d.
sorry for the trouble, but for first time i actually caught this crash. so i am very happy.
