[1.31c] Unable to use Major Diplo strat despite sufficient Relation level

Unable to use "Victory Pact" on a Major with 70 Relation, due to an error message stating at least 70 Relation is required.

It should have set relation minimum 80... Should say so when doing mouse over of the Strat already... Thanks for reporting. will be fixed in 132d (upcoming)
