V 100.30 Bug?

Has anyone noticed in this version the UK cannot buy mech or armor, im playing the campaign Italian option

In the default 1939 scenarios UK cannot buy armor until 1940. This is not a bug, it is a feature :)
It is also not new, it was so in the previous version, too.
