Creating a new Formation between two existing Formations

I'm still early enough that nothing is deployed and I want to create a new Formation between two existing Formations.

Every time I try it, the pasted formation becomes part of the Formation below it.

What series of keystrokes am I missing?
If you're STILL making Panzer IIs after seeing your first T-34... you're probably going to lose.

Three formations: #1 is an original formation, #2 is the inserted formation and #3 is the other original formation.
The name of formation #1 should be unchanged, as you made it.
Change the name of formation #2, this will change both #2 and #3.
Change the name of formation #3.
Usually when you go to change the name of formation #3 you will get a choice between a brand new name and the formation’s original name. Changing back to the original name should also correct the names of formations #4 thru #X.
After the change suggest that you close force editing and call up the OOB just to make sure all formation names are correct.
