Breakdown the 6-3 in Cologne to the below divisions (or the 1-5 motorized if it won't allow the 2-5).
During breakdowns, switch the oil that Japan is receiving to go to production. If you miss this step, you can send four saved oil to production instead.
Final production numbers should be 16, 4, and 15 for Germany, Italy, and Japan, respectively.
