Airgroup unable to take Replacements

Can't figure out the issue here; there are planes in the pool, other airgroups at this base are able to take replacements

This is a German unit, and Bf-109V is a GERMAN plane, not a Spanish Lend-Lease one (I am familiar with how to do that). Spanish Ferry units cannot upgrade to this plane.

Depends on game rule for taking replacements. Cannot tell for certain from a screenshot, but the info would be consistent with rules of "pool" or "device shipping" and the next german pool access being too far.
If this is the case, click the button for to draw and create a ferry unit without auto moving it.
That will spawn a ferry air unit in Germany that can be moved to spain per ship. Flying there wont work due to distance.

That's the issue; the Bf-109V is a "German" plane, not a "Spanish Lend Lease" one. Replacements have to be shipped from Germany.
