I'm creating actual TOEs for HQs that don't have them in my scenario.

Does the suffix matter? I see a lot of HQ units (without a TOE) that have 00-None for the Suffix. Even a few US Air HQ TOEs use 00-none.

Another source says for TOEs the suffix matters and for HQs like a Command HQ the suffix should be 46-Army and a submarine HQ 47-Corps.

For what it's worth I've attached a TOE/Unit listing for the US Navy which is the only one I've completed so far which includes the HQ TOEs.

This doesn't answer my question. The section you referred me to talks about units (such as battalions, brigades, etc) while in my original post I mentioned HEADQUARTERS so the question still stands:

Do suffixes matter for HEADQUARTERS or does 00-None work okay (Command, Air, Fleet, etc) for a TOE and unit?

And also is there a difference between them in a TOE slot and an actual HQ slot?

Section 3.6.2. is titled "HQ or Ground Unit Attributes Only " so it does cover HQs as well.

The key sentence is "This drop down list will be different for each unit Type."

If you check in the editor, you will find that HQs have access for example to the suffix 46 Army and the suffix 49 Fleet. These suffixes are not available for other unit types.

Both 46 and 49 are widely used in the OOB. For example, the Kwantung Army is simply named "Kwantung" in the name field, the "Army" is added by the suffix.
Same for 1st, 2nd, 3rd etc. Fleets - the name only says "1st" etc. - the "Fleet" is added by the suffix.

You may also use the suffix 00 None and enter "Kwantung Army" or "1st Fleet" in the name field to have the same result displayed in the game.

But as explained, the use of a suffix can have an impact on the availability of leaders. However, no further details are given.

You may want to test whether the available leaders are different if you set the suffix to 00, to 46 or 49.
