Going back to a topic you brought up some time back: oil, refine it locally or bring it back to HI to refine? Your concern was that your oil levels in the HI continue to drop, and you want them to be growing.
So, the game is set up where there is MORE refining capacity than oil centers within the sphere that the IJ will likely capture in a game. And by more, I mean like 20% more ... a significant number. Now what does that mean for the IJ? In real terms: not much. Why?
While there is some sentimental good feeling about bringing the oil back to IJ to refine, the truth is that bringing the fuel back saves 10% of you tanker capacity AND it generally means the supply is closer to where you need it, so you save again on AK capacity AND Fuel usage on both sides. Do you ever repair refineries? Not likely. Negative ROI.
So, don't worry about falling oil levels in the IJ. When they get too low, turn off a few refineries. The main point is to not leave any fuel/oil/supply behind for the allies as you retreat in '44.

I understand and agree with everything you said above. It never dawned on me to shut off refineries in Japan. The next turn is 1 Dec 42. I am going to track the total amount of oil in Japan monthly from now on. I want to see how much it is declining per month so I can plan accordingly. You're right, keeping the refineries on everywhere is key. Most of the supply in the SRA is going to Burma (and occasionally, China) for operations in those AOs. I do ship supply from the Home Islands to China and Truk, but that's about it.

Oil Analysis
I ran a bunch of numbers. I'll try and make it make sense. Here's what's needed per month in Japan. I did not include Sakhalin as part of Japan because shipping is required to get it to Hokkaido. I did include Hokkaido even though shipping is required because it's just a 2 hex hop. If that is cut off, I have much more important issues to worry about. Here goes:
Note everything is per month.
Note that "refineries" means the amount of oil needed to keep the refineries at that location functioning for the entire month.
Oil in Japan: 34,200 (114*10*30)
Refineries in Japan: 315,600 (1052*10*30)
Oil deficit in Japan: 34,200 - 315,600 = -281,400
So, I need to make up a deficit of 281,400 oil to keep Japan's refineries functioning.
Here is what oil gets shipped directly to Japan (either from Shikuka or through Babeldaob):

Hmm, if I have a single 11.6k TK hauling oil from Pt. Arthur to Nagasaki, that would probably cover the 37.5k deficit. But, there's still the issue of getting the China land bridge fully functional...

I bombed Lanchow and Chungking. I made a mistake at Chungking. I was moving troops in from all 6 hexes surrounding the base. The 110 Division moved in from the east, across the river and shock attacked. They were trashed but will recover. Now they're moving out to rebuild.
I thought (apparently incorrectly) that if there are troops at a base, then troops moving over a river into the base won't trigger a shock attack. Maybe if it's a hex side that someone already moved through? At any rate, I've moved troops in from 5 of the 6 surrounding hexes. The only hex I haven't moved into Chungking from was the hex to the SE, which crosses a river. I'll just post a brigade there to "watch" them.
From the shock attack, I learned that they have level 6 forts (which I believe they start with) and their terrain, forts and leaders are (+) and preparation, experience and supply are all (-).
Other Stuff
The 7th George R&D factory finished repairing, so now I'm getting 14% a day. It's finally starting to do something.

You need to cross a river (a)
and
(you need to cross a hexside you do not own or have less than 1/3 of the assault value of the enemy already in the hex) (b)
Other triggers would be an attack on an atoll. Iirc dropping Paratroopers also forces a shock attack.

Hmm. So, crossing a hex side you don't own will automatically trigger a shock attack regardless of how much AV you have in the hex. That makes sense. Guess I won't be advancing into Chungking from the SE at all. Yep, an infantry regiment/brigade will get that guard duty.

Note that it does not matter how large the unit is when it crosses; it will always open the path even when obliterated (provided your units are in the target hex). You can sacrifice a small unit - I usually split one of many 24 AV units and use their C section, which is usually the smallest. Once they cross, they vanish against strong defense, but it will liberate your guard unit, typically large and well-trained. Then you merge the A and B sections, and they will form a full unit again, replenished in a few days. Once they cross, they vanish against strong defense, but it will liberate your guard unit, typically large and well-trained. Then you merge the A and B sections, and they will form a full unit again, replenished in a few days. Not quite right. Only if there is an atoll or river crossing involved do you get an automatic shock attack. Just moving into a land hex from a land hex does not trigger an attack. The player or AI must wait until next turn to attack newly arrived troops.
