9999 in unit date fields

If 9999 in arrival date means a unit doesn't arrive, does a 9999 in the unit's withdraw date mean it never withdraws?

Why would it? If you don't want it to withdraw don't put anything in it.

Thank you, but I’m asking specifically about game mechanics.
Arrival = 9999 means the unit never arrives.
So I need a clear Yes or No:
Does Withdraw = 9999 mean the unit never withdraws?

Your answer is No. But really, you have a non sequitur with your 9999 question.

First, what you referred to as the Arrival field is actually called the Delay field. It has 3 options:
1 - 0 (no delay, the database entry is available at scenario start)
2 - YYMMDD (the database entry is delayed until the date entered)
3 - 9999 (Infinite delay, the database entry does not appear in the scenario at all)

As for the Withdrawal field, there are only two options:
1 - 0 (there is no withdraw, the database entry is available for the duration of the scenario)
2 - YYMMDD (database entry needs to withdraw by the date entered or suffer in-game consequences)

There is no logical application for a 9999 for the Withdrawal field (infinite withdrawal?). Hope this helps.
