Am I missing something

Am I missing something

Tried forming a naval task force at Wakkanai base on Hokkaido island. I can't get it to move anywhere. I have tried to move other TFs to Wakkanai, I saw a message saying can't move the TF through frozen sea. I haven't seen this before. Is this new? Or am I missing something? This is a modded scenario.

There are seasonal cold/dark effects for Arctic areas but I haven't noticed seasonal ice issues before. It sounds like something the map data would control - not all Arctic sea areas ice over. Perhaps check all your map data matches your map (the three PWHex files).
