I abhor the way this version of the rules treats oil consumption so I try not to play with it and I am not so versed in it.
Vichy is at was but not hostile to all allies.
These units can trace by sea all the way to France except for this sea.

You do not have to transport the oil anywhere. But you must be able to trace a path from the unit
to the oil resource. This path is exactly like a basic supply path (including via overseas) (see 2.4.2)
except that it can be of any length.
So, since the unit cannot trace though the Cape Verde coast, can it trace through land unlimited friendly spaces to Algiers and then France?
BTW, the game is not offering to reorg Vichy France units with IT or GE oil, which I think it should. Should it?
Instead I get the message "Vichy France has no units disorganized", which is not true and is the message I get when there are disorganized units but no oil.
