Redoing from invasion didn't fix the situation, but I managed to fly them as escorts.

I just noticed Allies have one more 7 strength fighter in Denmark.

HQ support

CW uses attacking HQ support in Germany
US uses attacking HQ support in Athens

Ground support
CW CVP in Germany
US LND3 NE of Paris
