In Command, most of the port is actually considered land, so I used two workarounds. First, I'm using a CEZ to give the port area a depth of -20 meters and make it ocean water. This lets me place ships in the port, but then the UUV still cant navigate inside the area. To fix that, I'm using a dock facility with it's 'magic cone'. This all works up until the actual attack. The UUV detonates, but that does no damage to the target(s). I think the issue has to do with the workarounds, because the UUV charge works just fine in "regular" ocean.
My feedback would be to please make sure that all aspects of the game (unit placement, navigation, damage model, etc.) see CEZ-specified ocean areas the same as regular oceans. These in-harbor UUV attacks are what is meant by "Modern Operations" now.
