[WAD][1776] unable to assign neutral color labeling to particular civilian units

I noticed that one is not able to "paint" as neutral civilian ships or cities that belong to a hostile or enemy nation. They inherit the color label of that nation and if re-colored as neutral they become red again in a sec. I am pretty sure this was not always the case because I remember doing it some time ago with cities.

Is this WAD?

I don't believe a save is needed for this but I post one as standard operating procedure

I have always created a separate side for "hostile" civilian sides if I have collective responsibility turned on. I do it for that very reason. If you have collective responsibility on, as soon as a side does something hostile, all side units become red. Thats how have read it and remember it.

This is WAD

You might see that behavior in scenarios where collective responsability is turned off. But if collective responsability is turned on, all side will have the same stance.
