Why you would need to donate oil to VF that late in the war eludes me. And if you still need to do so, isn't that a good thing? VF is still around and fights with their fleet?

I seldom give more than one oil to VF during the entire game. Then they may reorganize for up to 0,45 oil per turn. That has to be enough for me (although I can see were more might be needed).

Also, I usually disband VF before 1944 because I think their weak defences are a liability.

In our current game, VF has not been invaded exept for an ongoing operation in Morocco and Tunis, the latter stalled since the bulk of the Allied forces now concentrate in Turkey, in an effort to create a second front to distract GE from taking Baku, and they also made an Invasion in Northern Greece, to force defense of the weakly garrisoned YU and BUL (YU being an Axis ally).

However, Allied lost Gibraltar, which, along with a strong presence of NAVs and FTRs in the Med make West Med and Italian Coast safe, so no worries about South France defence. There is a dour war at Spain, and the Vichy fleet could be used be based in Gibraltar to be expended in raids against well defended CONV, TRS and AMPH or fight at the Eastern Med, without fear of losing these units because they are extra, expendable units.

Jose, that looks like an exciting game you're in ... looks like the same one unfortunately with the RTB hair-pulling slowdown issue.

It is exciting and it is the same. ;) I am only playing one at this time.

Pity I tend to be successful in China; cause when I do, I'm usually too slow in defending the Pacific japanese areas.

In this case we were playing with oil, which I hate and I am very unused to play with, and that made it even more a disaster. I was even luckier than usually in China, so much I thought I could take it all... and then the USA declared war, my units were not ready to invade NEI and I simply could not move ships planes and motorized units in short. I had the two synth oil wells built but they were taken. My opponent was swift. What a disaster.

In Japan there were very few units, that were overwhelmed by some few americans with a huge air and naval support.

In our game, USSR has conquered Manchuria. However, earlier, Chinese units took some hexes, including the location of one resource (on the left in the screenshot).

The allied player wants China to donate the hexes to USSR, but it may not be legal because the USSR was not the original owner. Is this so?

RAW:

Reversion
You can return a hex or minor country you control to the major power
that controlled it in 1939 during any liberation step. You may revert
Chinese hexes to either the Communists or Nationalists. You can also
return control of a minor country hex to that minor country. You can
only return hexes or minor countries to a major power or minor
country that is on your side and is not currently completely conquered.


Conclusion: China is not allowed to give those hexes to the USSR.
