Headquarters - How to best refit TOE Levels

In my current CG, i am playing as Soviet. Currently in Turn 6.

My Coastal Army HQ (attached to Southern Front) is still very low on TOE.

In Turn 4 it was upgraded from Coastal Group Corps to Coastal Army. It switched from 86 TOE to 23 TOE (which is understandable considering the unit size upgrade). It also went from "ready" to "unready".

I immediately switched the leader from a "very bad one" (Admin 3) to a "quite decent one". (Admin 7)

For several turns i try to get support units back into the HQ (keeping it on Map at a Depot of with very good supply - Odessa). but the TOE is even declining. (TOE actually went from 23 to 21).

What is going on?
Menpool is low, I get it. But support units are still available.

What to do to refill it ASAP?
Do I have to really send the HQ back to the Strategic Reserve?
Basically losing 3 Turns (into SR, Refit, out-of SR). :ugeek:

If you used up all your pool manpower (only have in the active pool what was just produced in the last turn), then having support squads in the pool doesn't matter as that's only the equipment for the squads. Without manpower they can't be filled out. If you have a lot of units on refit, especially refit priority 4, or in the reserve with a high priority, then you may not be able to get support to this unit unless you withdraw it to a national supply source. If on a national supply source and in refit (and possibly need to alsco be supply priority 4), then you should fill up. It's difficult in those early turns to rebuild units not in the reserve or on a national supply source as there are so many newly mobilizing units that are demanding manpower.

HQ units can not be set to Refit mode from the unit card, and early on, most manpower goes to refitting units. You should go to the commander's report, the Units page, find the HQ there and switch it to Refit mode. This should significantly increase the chances of it receiving replacements.

As pic how to set it to REFIT how FortTell described.

Red you can set the individual HQ on REFIT by clicking "Ready".
Green you can change the "status" of all filtered units in the CR.
