Could Regime Profile families be regrouped by systemic level?

Hello everyone,

I’ve been thinking about the Regime Profile system and wondering whether some of the balance issues come less from individual bonuses and more from the way the profiles are grouped.
Government, Mind and Meritocracy currently sit in three different families, which means they can all be developed together. But they also affect three very fundamental systems:
Government → BP / bureaucratic capacity
Mind → research speed
Meritocracy → leaders / skill performance

Those three systems are very “upstream”. More BP feeds Councils, research improves almost everything over time, and better leaders improve how efficiently the whole regime works. That makes me wonder whether part of the reason this combination is so attractive is simply that the game allows three fundamental multipliers to stack. Maybe an alternative would be to regroup the nine profiles so that each trio contains choices operating at roughly the same level. For example:

Capacity:
Bureaucracy (current Government)
Innovation (current Mind)
Talent (current Meritocracy)

Here the player would have to choose between stronger BP generation, faster research, or better leaders.

Organization:
Commerce
Enforcement
Participation (roughly current Democracy)

This would be about how the regime organizes society and converts its basic capacity into functioning institutions.

Expression:
Fist
Heart
Authority (roughly current Autocracy)

This would be more about how the regime exercises its power.

So the three groups would roughly answer:
Capacity: what are we especially good at generating?
Organization: how do we structure it?
Expression: how do we use it?

I’m not saying these exact names or placements are necessarily right. Democracy and Autocracy in particular might need some feats moved around to make the grouping work. What I like about the general idea is that it might create stronger opportunity costs without requiring a complete rewrite of the system. The nine profiles, scores, suppression mechanics, faction preferences and most Regime Feats could remain. It might mainly require regrouping, some renaming and a limited reshuffle of feats. It would also make science feel a little less like an ideological choice. A Fist or Heart regime can perfectly well invest heavily in research. Shadow Empire already has BP allocation to Research Councils to represent that.

So I’m curious what people think: would it make sense for the three profiles within each family to compete at roughly the same systemic level, rather than balancing them only through the size of their bonuses?
