Unusual Anomaly

I have US Maritime & Strat Bombers in China attached to a US HQ in good supply. They are happily bombing Japanese ports, ships, air & land units.

A stray German ship appeared within range but I was unable to target it. Germany & the USA are at war.

Any reason why?

This maybe way too simple Pete. But did you declare war on Germany?

China might need to declare, and the US units can't attack it because they are in a neutral country.

btw, might be good to know, but conversely, you can't attack enemy units in neutral ports/hexes either. This can happen for example when Japan DoW's the UK, but not India. Japan won't be able to attack any British units in India or their ports without declaring war on India.
