Russia needs this to hold off the Germans and to not get this event is a game braker for the Allies.
What is going on? It appears that if the Germans have a large force outside Russia the event does not trigger.

I'm in my second game as the Allies vs another player, and Russian Winter has again failed to happen in 41-42. In the first game, it didn't happen at all. It may seem bad news for the Allies but it will hurt the Germans more when it fires in 1943 as there will be more German units to take losses.

If not, I'd consider it a real bug.
If it does trigger in Spring 1942 it is really bad news for the Germans because it delays the restart of combat operations.
The boosted forward HQs get damaged. Their boosting HQs too. So the forward HQs can not be repaired the very next turn as can not their forward units. The units can not even get repaired the turn after unless they cede ground and return backwards in better supply
