New Doctrines Fuel State (Bingo) vs Fuel State (Joker)

What is the difference between Fuel State (Bingo) in the Refuel section:

They are from CMANO times.

Have they changed since then?

I'm sure there used to be an "IGNORE" fuel state doctrine. Which is really useful to stop aircraft deciding they need to refuel 5 mintutes before they get to the target... It's so annoying to manually micromanage their fuel state constantly when you know there are tankers they will meet on the way back

I get the concepts, but there used to be only one doctrine, but it was called Fuel State, Pre-planned:

I think that corresponds to Fuel State (Joker). So Fuel State (Bingo) is new.

After testing, I think it has to do with with the fuel state at which the A/C will start looking for a tanker, but that concept confounds with the mission setting for "Receivers start looking for tanker when down to _ percent of mission" in the mission Tanker Planner.

This is how it looked like in 1328.18, before the doctrines window was reorganized.

BINGO was called "Refuel to tanker threshold".
