Questions about DLC Modifications

From time to time I feel that if I modified a certain aspect of a DLC that would improve the (my) experience.
For example, playing Showcase: Icebreakers, I would like to introduce an event that immediately ends the game in total failure if NATO initiates hostilities first. That I did (also to have in my toolbox for future scenarios that I may compose). Or some other more tactically nuanced amendments.

The questions are:
1. Am I allowed to do so?
2. I am allowed to share, with proper acknowledgments? (ideally subject to 3 below)
3. Would a player still need to have purchased the DLC to access my Redux (that would be the best approach imho).

IIRC, someone did a modification of the Queen Elizabeth DLC scenarios after it was released. There was a similar conversation then.

1. Yes, you are allowed to modify the original scenarios. I've done so several times, including with Icebreakers.
2. Yes, however the original licensing must remain. This means using the original scenario file and modifying it. Exporting all the units and recreating the events in a new scenario, then releasing it would not be allowed.
