Air Base Supply Priority limits are being ignored (and more)

After runnign Air Phase at Prio 0 to drain the Air base off stuff I changed the Prio to 1.
An Air Base at Priority 1 should receive Ammo/Fuel of up to 50%, at least there are no other rules stated this would not be the case/would be different for Air Bases I know off.

Three things are off.

1. During your own Logistics, the Fuel is refilled properly (to ~50-60%) but the Ammo is refilled to 100%+.

2. The Fuel is logged properly in the Supply window of the Air Base, but Ammo is completely forgotten about to be logged.

3. During your Air Phase it seems each day is another Logistics circle. So at the end after Air Phase at Prio 1 with massive missions going on (see the traveled percentages - it's a short mission setup near Leningrad) you end with 100%+ of Ammo/Fuel.

What I have looked at (since it would make sense) is if at the end of your turn or during Soviet logistics or during Soviet Air Phase there are any refillings. This would make sense from a IGO UGO perspective. But there seem to be none at all. So it all plays out during own Logistics and during own Air Phase's days.

Not sure if the following on the "needs calculation" is 100% the case/true under all circumstances.

But Airbase "Needs" use the Planes with their current Loadouts as base.
Then they seem to set the "Need" to be 8 Sorties per plane.

If the Supply Priority does not work properly for some reason then this "Sorties per plane" figure could also be used to change depending on the Supply Priority (e.g. 4=8x, 3=6x, 2=4x, 1=2x).

Fuel: 1786lb x 40planes /2000lb x 8sorties = 285.8tons
Ammo: 1163lb x 40planes /2000lb x 8sorties = 186tons

Fuel: 794lb x 39planes /2000lb x 8sorties = 123.9tons
Ammo: 2463lb x 39planes /2000lb x 8sorties = 384.23tons

Those two were just moved in place. Once Staff/more Supplies/Vehicles arrive needs change slightly.
