Perhaps it's related to the patriotic resurgence routines. Sort of a "sunk cost fallacy" where loss of cities causes the government to double down on resistance rather than quitting. Giving up pieces of the Motherland is bad and all that. Could just be an editing error, lord knows WW1G has enough of those.

Mutinies can be brutal but losing the Ottoman Empire should not prove decisive. On the other hand, knocking out Romania can really hurt Russia.

In the West, I attempted to capture Gisors to improve my position along the Seine River. The awful state of France's NW made me believe that it would be an easy victory, but I was mistaken. That said, the Entente armies are suffering from mutinies, so perhaps the following turns will be easier.

In the East, the German attacks were mostly disastrous. I underestimated the Russian build-up, and the Wisla (Vistula) River made things even more difficult. Removing the enemy pressure from East Prussia will not happen any time soon, it seems. Moreover, the combined results of the battles in the West and the East have cost me 8 NW points—ouch!

Austria-Hungary had to launch a grand offensive since the Germans launched theirs in the West and not the East. I decided to launch one to save Galicia from occupation. The results were mixed, but ultimately I captured enough territory to deem the offensive a success, and Austria-Hungary gained a much-needed boost to its NW.
