Recon Vech./Manpower??

OK, what's the deal with the Recon Vechicles. I mean do they help spot enemy units? Do they add bombard, A.T., or assault firepower during combat? Or are they simply there for show, this is bugging me and I must know! And one other thing, are the Infantry Squad replacements received each turn determined by the total amount of manpower available? I actually tried to check this with all replacement levels set at 0% and I got something like this:
Total Infantry Squad Replacements = Total Manpower * 2.6
But this formula didn't seem right.
Can someone help please!
By the way, let me restate that the .PDF manual that comes with the game is HORRIBLE! Not near enough information is provided, especially when you take into acount all the updates for the game. (I'm running v3.3)

I can't help you with the recon cars, but maybe with the manpower:
Your formula is right. But the multiplier is different for Germans and Russians and can change in different years. I think it increases for the Germans in 43 and 44 and goes down again in 45. The Russians have the highest of 8 in 41, dropping to 4 for 42-44 and 3 or 3,5 in 45.
To get the exact numbers, you can use Wirhack. There you can even change them if you want to. You should find a link for Wirhack in this forum.

all i know about recon cars is they have some AT defense capability, but thats it. perhaps if your corps has no recon it may not see an enemy korps adjacent to it.

as for inf replacement modifiers:

GERMANY
'41, '42, '45 -> *2.3
'43, '44 -> *2.8

USSR
'41 -> *8.0
'42, '43, '44 -> *4.0
'45 -> *3.0
