Which is the best patch?

I'm a beginner. When I look at the matchmaking, it seems like a lot of people are using patch 26b instead of 28.
Is using 26b the current trend?
What kind of issues does patch 28—which seems to be the latest at first glance—have?

This is what I use:

It fixes the NS not working with port 0(0) which is still in 1126, and a couple of other minor issues.

Patch 28 works well for me and it uses the normal map.
