[1.01.44] Oxygen Torpedoes and Night Carrier aircraft not unlocked by 1947

Playing as Italy and neither Oxygen Torpedoes (Base Unlock Year 1932) nor Night Air Operations (Base Unlock Year 1930), Despite being on 12% Research funding the entire time. This seems like a bug but feel free to correct me if I'm wrong.
