Minor Warmongers launching maritime attacks/spawning out of nowhere?

Hi everyone,

I'm playing a Multiplayer Republica/Oceania game on slowest Tech speed, and I had this strange (and terrible) situation where a Minor regime spawned out of nowhere besides my capital city on turn 11.

I'm sending the screenshots. What's the explanation for this? Can minors also do MTH invasions and expand overseas?

I will take my best guess:
1. Pirate MTH helped warmongers cross
2. Warmongers get some sort of Makeshift/Private port
3. Zone automatically forms around minor ports (you can create two zone minors if you're able to separate their port from their city this way)

Ok, thank you for your reply ShadowEmpireHost. As an additional clarification if that helps, I had never met these minors before. So their name is Pyromark Empire and they are a separate minor faction, and not any of the ones that border me in this continent.

I have a doubt: can minors expand or invade territory overseas?

Okay, sympathies aside, it looks like a variant and improvement upon the older mechanic where groups of non-aligned 'raiders' would be shipped in by your friendly neighbourhood MTH, according to the highly visible metric displayed in the MTH profile screen "Piracy Inclination" or something like that...

We don't know exactly where in the game these troops came from, and we never did. But I have seen almost exactly this sort of raid before. Just as the bronze age Sea People did they simply arrived one day and commenced reaving (or sitting still). However, Warmongers are necessarily Major regimes afaik, and so you will probably have found the source of these scoundrels out by now, and I hope you are busy dispensing divine retribution.

Don_Kiyote, I think that explains what has happened: probably it was a minor regime (Warmongers) invading via a Piracy arrangement (just found the manual section for it - the section number is 6.2.13).

Ouch, that happened absolutely on the first turn that a coastal hex on my territory was unprotected. Pretty brutal.
