I have a question about unit movement points.
As shown in Figure 1 and Figure 2, I have two units: the North Chinese Front Army at coordinates (184, 63) and the 11th Army at coordinates (185, 63). Both want to move into hex (185, 62). Both units have Supply Level 5, a maximum Movement Allowance of 3, and a current Movement Allowance of 2. However, the North Chinese Front Army can enter the hex, while the 11th Army cannot. According to the rules, the North Chinese Front Army is still in the enemy's Zone of Control (ZOC), so it should consume 1 more Movement Point than the 11th Army. Why is the North Chinese Front Army able to enter, but the 11th Army is not?

The first one is moving on the road to the next hex, so the mud does not apply. The second one is moving off the road into the next hex, so it looks like the mud penalty applies (though it’s hard to see).

Also, AFAIK, ZoC applies to the hex you’re moving into, not the one you are moving out of. So both units move into ZoC, costing 1 movement point extra, plus the move itself, is two, and then the second one also gets mud penalty so it would require 3 movement points.

I can not see the pictures but Bill once confirmed that in South East Asia there are hidden movement "buffs".
If units are on one of those hexes with a supply of less than 6, they may enter adjacent hexes at the cost of just 1 AP.
Even if said units enter a hex with ZoC on it, which they should not have been able to reach even when fully supplied.

This is a quick & dirty fix for new players that got undersupplied units stuck in the mountains.
In multiplayer it should be houseruled not to abuse this.
And honestly one should not use it in singleplayer either.
