Playing as the Quamenos, I suddenly got an "Integration Studies" message, pinging / pointing at my capital (Akthul 5), where the only race present is Quamenos !?!

I did get that earlier in the game, and it lasted for a while. I had colonized an independant colony of Haakonish. But they've been 100% assimilated for a while. And that colony (Paxon) is the only one in my empire where there is another race than Quamenos (the 100% assimilated Haakonish).
Initially, I thought that it could be a pirate base at the capital, but, as I understand things currently, it doesn't seem to be the case. The capital is completely explored and there are no suspicious facility there. Nor on any other colonies or outposts, which are all also completely explored, except the Blousined outpost.
If indeed it's a bug, it's a really annoying one playing as the Quamenos. Research is their main advantage over other races, and losing a chunk is already annoying when the penalty is "justified". But when it isn't, it goes beyond being annoying!
