Reog

Vichy France oil in Noumea can reog however I believe it is a bug that would allow the oil in Syria to be used for reorg of other Vichy units.
Pretty sure that it is no bug. The Vichy ship in Dakar, for example. can trace a path though Mauritania, Algeria, and so on to Tripoli, and then use the Italian CP to reach Syria. The units in France use both the Italian CPs and then trace through Italy. Looks correct to me.

Should this affect VF reorganization? Or production?

Vichy is a neutral major power so should not be able to use Axis powers CP until war is declared on them. I'm under the impression it's a big however if you believe otherwise than use .4 oil to reorganise some naval units starting with those on the African coast.

No. It is the other way around. VF may use other Axis powers CPs, but they may not use the VF ones while VF is neutral. I'll organise the ships on the African coast first.

I used to make this error and researched it back when I found out (the hard way). See rule below and FAQ below. It states that CP used may not be from an inactive power.... Italy is active thus VF may use it for supply.

Cut from RAC: 2.4.2 Tracing supply
....
SiF option 11: (Limited overseas supply) you can only trace a supply path overseas if each sea area you
trace it through contains a friendly convoy, TRS or AMPH. [Clarification. The convoy, TRS, and AMPH cannot be
from an inactive major power, but they do not necessarily have to be from a country at war with the same countries
with which the units being supplied are at war. However, if there are any enemy blocking units (CV, SCS, or aircraft
with air-to-sea factors) in the sea area which are at war with the units being supplied, then the convoy, TRS, and
AMPH can not be used unless they too are at war with the blocking units - Dec. 23, 2007, Jan. 18, 2008, and June
26, 2008]
