Hi, I have some doubts on MWIF's interpretation of a rule.

As we all know, Nat China and Com China factions do not cooperate. And Com China moves within the USSR limits, while Nat China has it's own.

However, they are not separate for all matters, in fact they are together for all except the one above and the building of units, mainly.

This would mean they have a common FTC. Cause they belong to the same Major Power, China, according to this:

However we got Stilwell, he is a Nat. chinese unit with chinese colours, bougth by the Nat chinese, however it has some specialities with USA units, it can give then FTC:

Check that it says that it can give FTC to USA units, no that it cannot give FTC to chinese units, being a Chinese HQ. I understand it as a Plus capacity, not a change in FTC abilities from Chinese to USA units.

In fact, the game follows this line of approach to the behaviour of this HQ, because in matters of supply the rules say that it can give supply to USA units, but the game (and the players of the board game) take it as it can supply any or both,

In our game, that HQ is not giving it's FTC abilities to chinese units in USSR, it seems the game doesn't consider that it can give it to Chinese units, maybe only USA units, haven't tried.

So, I believe it is a bug. Is it?

I would consider it to be a bug. It is a Nationalist Chinese HQ and should give FTC to Nationalist Chinese units.

I think I agree, but am not yet sure. Could this mean that he can give FTC to 4 units in USSR? Two US and two Chinese.

The rule shown here says that Stilwell counts as a US HQ for FTC. Therefore I think there is room to discuss it.

Although the paragraph above states that Stilwells US abilities are indeed extra which implies that the are added to the Chinese abilities.

RAW:

Stilwell counts as a US HQ for foreign troop commitment purposes
(see 18.2), so his presence in China allows the US player to send up to
2 US units to China.

So no: he doesn't count as a Chinese HQ for FTC. That's not stated in the rules. Because if he would also be able to give Chinese units FTC in the USSR, the rule had to be stated like this:

Stilwell counts also as a US HQ for foreign troop commitment purposes
(see 18.2)...

I was meaning an additional ability in the sense of giving FTC to ones or others, not both, but that's intriguing as well

I disagree. AAMOF your citation argues against an ability to give FTC to US units when Stilwell is in the USSR. (By "his presence in China" wording). This part I agree with. But arguing against a Nationalist Chinese HQ giving FTC to any Nationalist Chinese unit outside of China is the same as arguing against any major power HQ being able to give FTC to its own major power units ANYWHERE.

You are being way too literal.
